Aviation Engineers’ Association Urges Government to Modernize Airport Navigation Infrastructure

The Air Traffic Safety Electronics Personnel Association of India (ATSEPA) has called upon the government to expedite modernization of airport navigation and communication systems, citing concerns over outdated equipment and growing air traffic volumes. The association emphasized the urgent need to upgrade critical air traffic management (ATM) technologies to international standards to ensure operational safety, efficiency, and sustainability. ATSEPA urged the Ministry of Civil Aviation and the Airports Authority of India (AAI) to prioritize investments in next-generation radar, automation, and surveillance infrastructure to support India’s rapidly expanding aviation sector.

Outdated Systems Pose Growing Risks

According to ATSEPA, several communication, navigation, and surveillance (CNS) systems deployed at Indian airports are operating beyond their optimal life cycle, leading to increased maintenance costs and operational inefficiencies. These legacy systems, designed for lower traffic volumes, are struggling to cope with the exponential rise in both domestic and international air movements over the past decade.

The association warned that delays in replacing or upgrading these systems could compromise air traffic safety and reduce the reliability of flight operations. Many airports still depend on older-generation radar and instrument landing systems, which lack the precision and redundancy offered by modern digital networks.

ATSEPA emphasized that with India poised to become the world’s third-largest aviation market, modernization of CNS and ATM infrastructure is not just a technological upgrade but a strategic necessity for sustaining growth and ensuring passenger safety.

Call for Strategic Investment in Modern Technology

The association urged the government and AAI to accelerate implementation of advanced technologies such as Automatic Dependent Surveillance–Broadcast (ADS–B), Performance-Based Navigation (PBN), and satellite-based communication systems. These innovations, already standard in most advanced aviation markets, enable real-time tracking, enhance airspace efficiency, and reduce carbon emissions by allowing more direct flight paths.

ATSEPA highlighted the need for a comprehensive infrastructure overhaul, supported by adequate funding and long-term planning. The association recommended a phased replacement strategy for obsolete systems, beginning with high-traffic airports like Delhi, Mumbai, Bengaluru, and Hyderabad, before expanding to tier-2 and regional airports.

It also called for greater collaboration between government agencies, equipment manufacturers, and international aviation authorities to ensure that upgrades align with global safety and interoperability standards set by the International Civil Aviation Organization (ICAO).

Enhancing Workforce Capabilities

In addition to technological improvements, ATSEPA underscored the importance of capacity building and specialized training for air traffic safety electronics personnel. The association noted that skilled manpower is critical to ensuring the smooth transition to modern systems and maintaining 24/7 operational readiness across airports.

It urged the government to establish advanced technical training centres and promote knowledge exchange programmes with international aviation institutions. Such measures, it said, would help Indian engineers and technicians stay abreast of emerging technologies and operational best practices.

Moreover, ATSEPA recommended that the AAI adopt a structured human resource policy to attract and retain skilled professionals in the highly specialized domain of air traffic safety electronics, where expertise directly influences system reliability and passenger safety.

India’s Aviation Growth Demands Modernization

India’s aviation sector is witnessing unprecedented expansion, with passenger traffic expected to surpass 450 million annually by 2030, driven by rising incomes, regional connectivity initiatives, and infrastructure development. This surge has led to intensified airspace congestion, especially around metro airports, amplifying the need for cutting-edge navigation and monitoring systems.

Experts believe that without timely modernization, India risks facing operational bottlenecks that could hinder flight punctuality, increase fuel burn, and strain air traffic management networks. By adopting advanced CNS/ATM technologies, the country could significantly enhance airspace utilization efficiency, reduce delays, and bolster its reputation as a safe and reliable aviation hub.

Government Response and Policy Outlook

The Ministry of Civil Aviation has acknowledged the need for infrastructure modernization and has initiated projects under the NextGen Air Traffic Management initiative, aiming to digitize air traffic operations and integrate satellite navigation. However, ATSEPA contends that implementation timelines remain slow and urges greater urgency in execution.

Industry analysts suggest that aligning India’s modernization roadmap with global best practices will require not only financial investment but also institutional coordination and regulatory agility. Streamlined procurement processes, enhanced public-private partnerships, and policy-level prioritization will be key to achieving sustainable progress.
