DGFT Sets Out 2025 Trade Measures to Bolster Exports and Improve Ease of Doing Business

The Directorate General of Foreign Trade has announced a new set of trade measures for 2025 aimed at strengthening India’s export ecosystem amid shifting global trade conditions. The initiatives focus on simplifying compliance, improving liquidity for exporters and enhancing procedural efficiency through digital platforms. By reducing transaction costs and addressing operational bottlenecks, the measures seek to support exporters across sectors, particularly small and medium enterprises. Trade experts say the policy direction reflects a pragmatic balance between regulatory oversight and facilitation, positioning Indian exporters to remain competitive as global supply chains evolve and demand patterns remain uneven.

Policy Priorities for the Coming Year

The DGFT’s 2025 trade measures underscore the government’s commitment to export-led growth. Central to the framework is the rationalization of procedures that have historically increased compliance costs and delayed shipments.

Officials said the reforms are designed to provide greater predictability and transparency, allowing exporters to plan production and logistics more efficiently in a volatile global environment.

Improving Liquidity and Cash Flows

A major thrust of the new measures is easing liquidity constraints faced by exporters. Faster processing of duty remissions and refunds has been prioritized to prevent working capital from being locked up in administrative processes.

The DGFT has also sought to streamline timelines for approvals and authorizations, reducing the financial strain on exporters, particularly in sectors with thin margins.

Digitalization and Compliance Simplification

Expanded use of digital platforms forms a key pillar of the 2025 roadmap. By automating filings and approvals, the DGFT aims to minimize manual intervention and reduce errors that often lead to delays.

Simplified documentation and clearer guidelines are expected to improve compliance efficiency, enabling exporters to focus on market expansion rather than regulatory navigation.

Sector-Specific and Market Diversification Measures

The policy package includes targeted support for sectors facing global demand challenges, including labor-intensive and value-added manufacturing industries. Exporters are being encouraged to diversify both products and markets to reduce exposure to regional slowdowns.

This approach aligns with India’s broader strategy of deepening integration into global value chains and expanding its presence in emerging markets.

Outlook for India’s Export Sector

Industry participants view the 2025 trade measures as a constructive step toward strengthening export competitiveness. While effective implementation will be critical, the emphasis on facilitation and predictability is expected to improve exporter confidence.

As global trade dynamics continue to shift, the DGFT’s initiatives provide a policy framework aimed at sustaining export momentum and supporting long-term growth.
