FinMin Nirmala Sitharaman Urges Tax Authorities to Expedite Grievance Redressal and Litigation Resolution

Finance Minister Nirmala Sitharaman on Monday called for a more proactive and taxpayer-centric approach from tax officials to resolve grievances promptly and clear pending litigations. Speaking at the Conclave of Principal Chief Commissioners of Income-tax (PrCCs IT), she emphasized accelerating disputed tax demand resolutions before faceless appellate authorities and prioritizing timely processing of refunds, which have surged 58.04% year-on-year. The government’s recent hike in monetary thresholds for departmental appeals aims to reduce litigation backlog significantly, with over 2.25 lakh appeals targeted for disposal in the current fiscal, impacting over Rs 10 lakh crore in disputed demands.

Focus on Taxpayer-Centric Governance

In a decisive address to senior income tax officials, Finance Minister Nirmala Sitharaman underscored the importance of cultivating taxpayer trust by simplifying compliance and ensuring transparency in tax administration. She called upon Principal Chief Commissioners of Income-tax to adopt a structured and process-driven framework that prioritizes efficient grievance redressal and expedites refund issuance.

Highlighting the 82.28% disposal rate of grievances in the current financial year, Sitharaman stressed that swift resolution is critical to responsive governance and instilling confidence in taxpayers. The minister mandated close monitoring of grievance platforms such as CPGRAMS and e-Nivaran, urging the Central Board of Direct Taxes (CBDT) to reduce pendency drastically.

Accelerating Litigation Resolution and Raising Monetary Thresholds

A key component of the minister’s directive involves tackling the backlog of disputed tax demands pending with faceless appellate authorities. Sitharaman urged officials to expedite adjudication and resolution, especially focusing on appeals falling below the recently enhanced monetary thresholds.

These thresholds were revised upward to Rs 60 lakh for appeals before the Income Tax Appellate Tribunal (ITAT), Rs 2 crore for High Courts, and Rs 5 crore for the Supreme Court. This reform aims to weed out smaller disputes from the litigation pipeline, enabling tax authorities to concentrate on high-value cases.

Since the revision in early 2024, approximately 4,605 cases have been withdrawn, while appeals were not filed in 3,120 cases due to increased limits. Out of a total backlog of 5.77 lakh appeals, over 2.25 lakh cases amounting to disputed demands exceeding Rs 10 lakh crore are targeted for resolution in the current fiscal year.

Enhancing Digital Reforms and Compliance Ease

Sitharaman lauded the strides made by the CBDT in implementing digital reforms such as faceless assessments, electronic verification, revised tax slabs, and enhanced digital service delivery. She urged further consolidation of these initiatives to ensure tangible benefits for taxpayers and to promote voluntary compliance.

The minister highlighted that a taxpayer-friendly system, characterized by simplicity and transparency, is vital to sustainable tax administration. Such reforms are expected to streamline processes and reduce friction between taxpayers and authorities.

Institutional Leadership and Future Outlook

The conclave also featured key officials including Revenue Secretary Arvind Shrivastava, CBDT Chairman Ravi Agarwal, and senior members of the tax administration. Together, they discussed strategies to implement the minister’s directives effectively and align departmental efforts toward a more efficient tax ecosystem.

Looking ahead, the government’s focus on dispute resolution, grievance redressal, and reform consolidation sets a foundation for increased taxpayer confidence and improved compliance. This approach, if consistently implemented, could substantially reduce litigation costs and accelerate revenue mobilization.
