AERA Revises User Development Fees at Mumbai Airport for 2025-2029: Differential Charges for Economy & Business Passengers

The Airports Economic Regulatory Authority of India (AERA) has announced the revision of User Development Fees (UDF) for passengers departing from Mumbai's airport, effective from May 16, 2025, until March 31, 2029. In an effort to streamline the allocation of aeronautical charges, the new rates will differ for domestic and international travelers, with a further distinction between economy and business class passengers. While the fee for domestic travelers will remain steady at ₹175 per passenger, the international fee structure has been adjusted to ₹615 for economy class and ₹695 for business class passengers.

Key Changes in User Development Fees

The revised UDF structure for departing passengers has been designed to ensure a fair allocation of charges across stakeholders, maintaining a balance between passenger comfort and operational sustainability. Domestic passengers will now face a charge of ₹175 per passenger, which represents a slight increase from the previous ₹120, applicable until August 2024.

For international travelers, AERA has adopted a differentiated approach. Economy class passengers will pay ₹615, while business class passengers will face a slightly higher fee of ₹695. This distinction is based on the "User Pays" principle, which aims to ensure that travelers contribute to the enhanced services and infrastructure they use. The adjustment in charges reflects the improved facilities and overall passenger experience available at the airport.

Rationalization of Airline Charges

Alongside the passenger fees, AERA has also rationalized the landing and parking charges for airlines. These fees have been adjusted downward to maintain competitiveness with similar airports globally.
