Haryana Revamps Mining Regulations, Rolls Out Integrated Sustainable Transport Policy

By Maulik Majumdar , 4 August 2025

The state government of Haryana has undertaken a significant regulatory overhaul aimed at streamlining its mining sector and enhancing environmental sustainability. Through recent amendments to its mining rules and the implementation of the Integrated Sustainable Transport Policy (ISTP), the state seeks to curb illegal mining activities, introduce greater transparency, and foster eco-friendly logistics practices. The new framework aligns with Haryana’s broader agenda of promoting responsible resource extraction while integrating green transport solutions. The initiative is expected to bolster governance, reduce environmental degradation, and pave the way for more sustainable infrastructure development across the region.

Regulatory Shift to Rein in Illegal Mining

Haryana’s revised mining framework introduces stricter provisions to regulate resource extraction activities within the state. The amendment empowers district authorities with clearer enforcement tools to crack down on illegal operations, which have long plagued the mining industry and led to ecological harm. Among the new measures are enhanced surveillance protocols, digitized approval systems, and penalties that escalate based on repeat violations.

By tightening the legal and administrative processes surrounding mining licenses and transport permits, the state aims to eliminate ambiguities that previously allowed unlawful operators to thrive. The reforms are also expected to promote fair competition among legitimate businesses while safeguarding natural ecosystems from overexploitation.

Implementation of the Integrated Sustainable Transport Policy (ISTP)

Complementing the mining reforms is the formal rollout of Haryana’s Integrated Sustainable Transport Policy. This policy seeks to modernize and decarbonize the state's logistics and mobility systems by encouraging the use of cleaner fuels, efficient route planning, and improved vehicle tracking.

For the mining sector specifically, ISTP mandates that material transport be conducted using environmentally compliant vehicles equipped with GPS-based monitoring. It also introduces restrictions on overloading and prescribes designated routes for movement of mined materials to reduce traffic congestion and wear on public infrastructure.

This policy shift is aligned with India’s national sustainability goals and is expected to play a pivotal role in reducing the state’s carbon footprint while improving logistical efficiency across industrial corridors.

Environmental and Economic Implications

The dual focus on responsible mining and green transport reflects Haryana’s broader vision for sustainable economic development. Officials anticipate that these reforms will not only lead to improved air and soil quality in mining-affected districts but also strengthen investor confidence by showcasing a more structured regulatory environment.

Industry stakeholders have largely welcomed the changes, noting that standardized enforcement and digital transparency can lead to reduced operational bottlenecks. However, smaller operators have expressed concerns over compliance costs, particularly regarding vehicle upgrades and documentation.

To address this, the government is reportedly exploring incentives and transitional support schemes for operators willing to adopt cleaner technologies and practices.

Strategic Outlook: Sustainability as a Competitive Advantage

Haryana’s mining and transport reforms are more than just regulatory updates—they signal a broader strategic shift toward sustainable governance and economic resilience. By prioritizing transparency, environmental accountability, and technology integration, the state positions itself to attract responsible investors while improving quality of life for its citizens.

With the global spotlight increasingly focused on environmental, social, and governance (ESG) performance, Haryana’s move could serve as a model for other resource-rich states balancing development needs with environmental stewardship.
