India-U.S. Trade Talks Focus on Safeguarding Farmers and MSMEs Amid Bilateral Negotiations

By Gurleen Bajwa , 20 October 2025

India and the United States have intensified trade discussions to strengthen bilateral economic cooperation while prioritizing domestic interests, particularly those of farmers and micro, small, and medium enterprises (MSMEs). Conducted under the India-U.S. Trade Policy Forum (TPF), the talks address issues including market access, agricultural tariffs, digital trade, and intellectual property rights. Both countries aim to foster a mutually beneficial trade framework that balances global integration with local protections. India emphasizes preserving agricultural policies and supporting MSMEs, while the U.S. seeks enhanced access to Indian markets. Analysts view the negotiations as a strategic effort to align trade growth with inclusive economic development.

Strategic Bilateral Engagement

Bilateral trade between India and the U.S. has exceeded USD 200 billion, prompting both nations to explore avenues for deeper collaboration. Indian officials stressed that trade agreements must ensure equitable market access without undermining domestic priorities.

The U.S. delegation is pushing for expanded exports in sectors such as agriculture, pharmaceuticals, and technology, while India remains committed to protecting the interests of farmers and smaller enterprises, ensuring that trade liberalization does not compromise domestic stability.

Agricultural Safeguards at the Forefront

Agriculture remains a central concern for India. The government is firm on preserving minimum support price (MSP) mechanisms and other farmer welfare programs that stabilize rural incomes and food security.

While the U.S. has raised concerns over tariffs and import restrictions, India insists that any concessions must safeguard the livelihoods of millions of smallholder farmers. Officials highlighted the importance of sustainable agricultural practices, particularly as global supply chains face disruptions and climate-related challenges.

MSME Protections and Digital Trade

MSMEs, contributing roughly 30% of India’s GDP and employing over 100 million people, are a key focus in the talks. India seeks frameworks that enhance MSME competitiveness, provide digital infrastructure support, and protect small businesses from unfair foreign competition.

Digital trade and e-commerce regulation are also under discussion. India advocates for rules that respect data sovereignty and regulatory autonomy, while enabling cross-border collaboration in payments, fintech, and digital services.

Bridging Differences and Achieving Consensus

Despite progress, disagreements persist on issues such as intellectual property rights (IPR), medical devices, and renewable energy subsidies. India prioritizes affordable access to healthcare and technology, while the U.S. presses for stronger patent protections.

Trade experts note that both nations are adopting a pragmatic approach: India seeks to secure tangible domestic benefits, while the U.S. aims to strengthen its strategic and economic engagement with a key Asian partner.

Opportunities Beyond Goods Trade

The talks also explore cooperation in clean energy, defense manufacturing, semiconductors, and services trade. Initiatives like the India-U.S. Initiative on Critical and Emerging Technologies (iCET) aim to align efforts in advanced manufacturing, AI, and cybersecurity.

Collaboration in skill development, research, and sustainable practices could enhance trade resilience and ensure inclusive economic growth.

Conclusion: Balancing Global Engagement with Domestic Priorities

India-U.S. trade negotiations reflect the need to balance global economic integration with local protections. By safeguarding farmers and MSMEs, India is reinforcing an equitable trade agenda that promotes growth while preserving domestic interests.

The U.S. sees India as a strategic partner in reconfiguring global supply chains and strengthening the rules-based trading system. Both countries appear committed to a partnership that fosters sustainable growth, innovation, and economic resilience while respecting each nation’s domestic priorities.
