India’s BharatNet Phase 3 to Deliver Subsidized Broadband to 1.5 Crore Rural Households, Bolstering Digital Inclusion

India’s BharatNet Phase 3 initiative aims to extend subsidized high-speed broadband connectivity to 1.5 crore rural households, a significant expansion of the world's largest rural broadband network. Announced by Minister of State for Telecom, Chandra Sekhar Pemmasani, the project involves an investment of USD 18 billion (Rs 1.4 lakh crore) to connect an additional 40,000 gram panchayats while maintaining existing infrastructure. Coupled with India’s rapid 5G deployment and government-backed innovation funds, this initiative reflects the country’s commitment to bridging the digital divide, fostering economic growth, and positioning itself as a global leader in telecommunications technology.

BharatNet Phase 3: Accelerating Rural Connectivity

The BharatNet project, touted as the largest rural broadband deployment globally, is poised for a major expansion under its third phase. Minister of State for Telecom, Chandra Sekhar Pemmasani, revealed that the government plans to allocate USD 18 billion (equivalent to Rs 1.4 lakh crore) to connect an additional 40,000 gram panchayats with high-speed optical fiber. This expansion builds on the successful connection of over 2.18 lakh gram panchayats under previous phases.

Importantly, BharatNet Phase 3 also aims to provide subsidized broadband access to 1.5 crore rural households, a move expected to democratize digital services and stimulate socio-economic development in underserved areas. Maintaining and upgrading existing infrastructure is a critical part of this ambitious undertaking, ensuring long-term sustainability and performance.

India’s Low-Cost Data Revolution and Digital Inclusion

Pemmasani emphasized India’s achievement in providing some of the world's lowest data prices, which has significantly broadened digital access and inclusion. Over the past decade, India has witnessed a dramatic reduction in the digital divide, transitioning from limited connectivity to digital dominance.

This democratization of data has enabled millions of Indians to engage with the digital economy, fostering innovation, entrepreneurship, and social empowerment. Affordable connectivity under BharatNet complements this ecosystem by extending digital opportunities to rural populations, thereby creating a more equitable information society.

Rapid 5G Rollout: India’s Technological Leap

India’s telecom sector has also made remarkable strides in 5G deployment. Pemmasani highlighted that over 4.7 lakh 5G sites have been activated within just over two years, covering 99.6 percent of Indian districts. This rapid rollout underscores India’s ambition to lead the next wave of telecommunications technology globally.

The accelerated adoption of 5G, combined with BharatNet’s fiber-optic expansion, creates a robust and future-ready digital infrastructure capable of supporting diverse applications ranging from e-governance to telemedicine and smart agriculture.

Government Support for Innovation and Economic Growth

Telecom Secretary Neeraj Mittal contextualized India Mobile Congress (IMC) 2025 as more than an industry event— it is a testament to telecom’s pivotal role in driving economic growth, digital connectivity, and national security. He noted the government's proactive measures, such as the Telecom Technology Development Fund (TTDF), which has approved approximately Rs 500 crore in funding across 120 projects focused on emerging technologies like 5G, 6G, semiconductor chipsets, and quantum computing.

Such initiatives lower entry barriers for startups, fostering innovation ecosystems vital for India’s ambitions to lead in next-generation telecommunications technology, including aspirations for 6G leadership.

Looking Ahead: India Mobile Congress 2025

Scheduled from October 8 to 11 in New Delhi, IMC 2025 promises to spotlight transformative themes under the banner “Innovate to Transform,” as noted by COAI Chairman Abhijit Kishore. The event will serve as a platform to showcase cutting-edge advancements, policy frameworks, and collaborative efforts shaping India’s telecom landscape.
