India’s Poverty Rate Plummets Amid Global Economic Challenges

India’s poverty landscape has undergone a remarkable transformation over the past decade, as highlighted in a recent World Bank report. The report shows India’s extreme poverty rate fell dramatically from 27.1% in 2011-12 to just 5.3% in 2022-23, even as the World Bank raised the global poverty threshold to USD 3 per day to reflect inflation-adjusted benchmarks. This recalibration underscores India’s significant strides in poverty alleviation, bolstered by targeted welfare programs and robust economic growth. However, the report also notes that India’s GDP recovery remains vulnerable to global uncertainties and trade tensions, which could impact the pace of future progress.

Revised Global Poverty Line and India’s Success Story

The World Bank’s decision to revise the extreme poverty line to USD 3 per day, reflecting inflationary trends between 2017 and 2021, has recalibrated the global poverty landscape. In India, this adjusted threshold translates to a 15% higher poverty line than the previous USD 2.15 benchmark (based on 2021 prices). Even with this higher bar, India’s poverty rate at the USD 3 per day level in 2024 is estimated at 5.44%, with 54,695,832 people falling below the line.

This shift in metrics places India’s achievements in a new light, affirming that the country’s poverty reduction efforts have kept pace with evolving global standards.

Decade-Long Progress in Reducing Extreme Poverty

Between 2011-12 and 2022-23, India lifted an estimated 171 million people out of extreme poverty, according to the World Bank’s “Poverty & Equity Brief” released in April. Extreme poverty, defined as living on less than USD 2.15 per day, fell from 16.2% to 2.3% in this period.

Rural areas saw an impressive reduction in extreme poverty, from 18.4% to 2.8%, while urban areas experienced a decline from 10.7% to 1.1%. Consequently, the rural-urban poverty gap narrowed significantly from 7.7 percentage points to 1.7 points — an average annual decline of 16%.

The report attributes this progress to free and subsidised food transfers and welfare programs that targeted the country’s poorest segments. It also noted that the five most populous states account for over half of India’s extremely poor population, emphasizing the regional dimensions of poverty.

Economic Outlook and Global Headwinds

The World Bank report points out that India’s real GDP remains about 5% below its pre-pandemic trend as of FY25. However, it expects growth to gradually align with potential by 2027-28, provided current global uncertainties are resolved in an orderly manner.

Despite the positive domestic outlook, the report highlights substantial downside risks from global policy shifts and trade tensions. Such risks could dampen demand for India’s exports and further delay investment recovery, potentially slowing down poverty alleviation efforts.

The current account deficit is projected to average around 1.2% of GDP between FY26 and FY28, with adequate financing through capital inflows. India’s foreign exchange reserves are expected to remain stable at around 16% of GDP, ensuring resilience against external shocks.

India’s remarkable poverty reduction achievements over the past decade underscore the country’s commitment to inclusive growth and social welfare. Yet, the World Bank report’s cautionary notes about global economic headwinds highlight the delicate balance between domestic progress and international economic shifts. As India consolidates its poverty reduction gains, continued vigilance and adaptive economic strategies will be vital to sustaining momentum and shielding the most vulnerable from potential external shocks.
