India's Renewable Energy Sector Poised for Major Expansion with Over 40 GW of Power Purchase Agreements in the Pipeline

India's renewable energy sector is on the cusp of a significant transformation, with over 40 gigawatts (GW) of projects in advanced stages of securing Power Purchase Agreements (PPAs), Power Sale Agreements (PSAs), or transmission connectivity. This development is expected to propel the country's non-fossil fuel-based power generation capacity to approximately 300 GW, aligning with the national goal of achieving 500 GW of renewable capacity by 2030. The surge in PPAs reflects India's commitment to sustainable energy and its position as a global leader in renewable energy expansion.

Surge in Renewable Energy Projects

As of September 30, 2025, India's non-fossil fuel-based capacity stood at 256 GW, comprising 50 GW from large hydro and 8.78 GW from nuclear power. The addition of over 40 GW from renewable sources will significantly enhance the country's clean energy infrastructure. The Ministry of New and Renewable Energy (MNRE) reported that central and state agencies have conducted bids for 5.6 GW and 3.5 GW of renewable projects, respectively, in the current year. These initiatives underscore India's rapid progress in expanding its renewable energy capacity.

Addressing Challenges in Project Implementation

Despite the promising growth, approximately 40 GW of renewable energy projects have faced delays due to the absence of PPAs, hindering their progression. To mitigate this issue, the government is considering rebidding these stalled projects and pairing them with large battery storage systems to ensure round-the-clock power supply. The Central Electricity Regulatory Commission (CERC) is also finalizing guidelines for virtual PPAs, enabling corporate buyers to support renewable projects without taking physical delivery of power, thereby unlocking financing for these initiatives.

Strategic Developments and Investments

Private sector involvement is pivotal in India's renewable energy landscape. For instance, ACME Solar Holdings Ltd has entered into a 25-year PPA with Tata Power Co Ltd for a 50 MW firm and dispatchable renewable energy project, emphasizing the delivery of reliable, clean energy. Similarly, Tata Power Mumbai Distribution has signed a deal to bring 80 MW of renewable energy to the city's grid, incorporating solar, wind, and battery storage technologies to enhance grid reliability.

International players are also expanding their footprint in India's renewable sector. Sembcorp Industries, backed by Singapore’s Temasek, announced the acquisition of ReNew Pvt Ltd's solar unit, ReNew Sun Bright, for approximately $190 million. This acquisition includes a 300 MW solar power plant in Rajasthan, contributing to Sembcorp’s renewable energy capacity in India.

Regional Leadership in Renewable Energy

Gujarat has emerged as a leader in renewable energy expansion, adding 8.5 GW between January and September 2025, the highest in the country. The state's growth is attributed to its progressive policies, skilled workforce, and streamlined approval processes. Gujarat's total renewable energy capacity reached 40 GW by September 2025, setting a benchmark for other states.

Future Outlook

India's renewable energy sector is poised for continued growth, driven by strategic investments, policy support, and technological advancements. The government's initiatives to address challenges in project implementation, coupled with active participation from both domestic and international stakeholders, are expected to accelerate the transition towards a sustainable energy future. With the pipeline of over 40 GW of renewable projects nearing fruition, India is well on its way to achieving its ambitious renewable energy targets.
