IVPA Calls for Removal of GST Refund Restrictions on Vegetable Oils

By Vinod Pathak , 26 August 2025

The Indian Vegetable Oil Producers’ Association (IVPA) has urged the government to lift restrictions on Goods and Services Tax (GST) refunds for the vegetable oil sector, arguing that the policy hampers liquidity, disrupts trade flows, and weakens the competitiveness of domestic players. With India being the world’s largest importer of edible oils, the industry body contends that such restrictions create distortions in pricing and undermine the value chain at a time when global volatility is already impacting costs. IVPA’s appeal underscores the sector’s importance in food security, consumer affordability, and industrial growth.

Industry Concerns Over GST Refund Curbs

According to IVPA, the curbs on GST refunds have constrained working capital for processors and traders, particularly in an industry where margins are already narrow and imports account for a significant share of supply. Refund delays or restrictions prevent companies from efficiently managing cash flows, thereby raising costs across the supply chain. The association has stressed that timely refunds are essential for ensuring smooth operations and reducing the financial burden on both large processors and small-scale refiners.

Impact on Trade and Competitiveness

India imports nearly two-thirds of its edible oil requirements, making the sector highly sensitive to global price fluctuations and currency movements. IVPA argues that withholding GST refunds further aggravates cost pressures, diminishing the ability of domestic refiners to compete against imports from Southeast Asia and South America. With global benchmarks already volatile due to supply disruptions and geopolitical tensions, the policy adds a layer of domestic inefficiency that threatens the sector’s competitiveness.

Appeal to Policymakers

The association has called on the government to reconsider its stance, emphasizing that a rationalized tax framework would help stabilize the market. By allowing seamless GST refunds, policymakers can ease liquidity stress, lower financing costs, and ultimately reduce prices for consumers. IVPA also highlighted that restoring refunds would align with the government’s stated goals of promoting Make in India, strengthening food security, and ensuring predictable tax compliance for industries reliant on imports.

Broader Economic Context

The vegetable oil sector is critical not only for household consumption but also for industries such as food processing, hospitality, and retail. Rising edible oil prices have a direct impact on inflation, particularly food inflation, which remains a policy priority for the government. Analysts note that resolving refund bottlenecks could have a cascading effect—supporting industry players, lowering costs, and easing inflationary pressure on households.

Conclusion

The IVPA’s call to lift GST refund curbs reflects a broader demand for policy clarity and financial relief in one of India’s most strategically significant sectors. With vegetable oils forming an essential part of the national food basket, ensuring smooth trade flows and financial liquidity is critical. Addressing these concerns could bolster industry resilience, stabilize consumer prices, and reinforce India’s commitment to a transparent and efficient tax regime.
