Leadership Transition at REC Ltd: Jitendra Srivastava Takes Helm Amid Strategic Growth Phase

By Vinod Pathak , 24 April 2025

In a significant leadership move, REC Ltd, the state-owned infrastructure financing major, has appointed Jitendra Srivastava as its new Chairman and Managing Director. The announcement, made official through a regulatory filing on Tuesday, marks a strategic shift in the company’s leadership as it navigates the evolving energy financing landscape. Srivastava, a 2000-batch IAS officer from the Bihar cadre, brings extensive experience across multiple sectors, including power, finance, and infrastructure. His appointment, approved by the Ministry of Power, follows Parminder Chopra’s interim stewardship and signals a renewed focus on strategic execution, policy alignment, and capital deployment in India’s energy transition era.

Jitendra Srivastava Appointed CMD of REC Ltd

The Ministry of Power has formally designated Jitendra Srivastava, a seasoned Indian Administrative Service officer from the 2000 batch of the Bihar cadre, as the new Chairman and Managing Director (CMD) of REC Ltd. His appointment takes effect immediately, succeeding Parminder Chopra, CMD of Power Finance Corporation, who was holding additional charge of REC.

The decision was communicated via official channels and solidified through a regulatory filing by REC Ltd. Srivastava assumes the leadership at a time when the company plays a pivotal role in financing India’s power sector reforms and infrastructure expansion, especially within the renewable energy domain.

A Proven Administrative Leader

Srivastava brings with him a rich legacy of administrative leadership, having served across various critical government departments at both state and central levels. Prior to his appointment at REC, he was serving as the Joint Secretary in the Department of Drinking Water and Sanitation, Ministry of Jal Shakti.

His portfolio also includes past tenures as Secretary to the Government of Bihar in departments such as Home Affairs and Public Health Engineering (PHED). His work in these areas has been marked by an emphasis on institutional strengthening, policy development, and systemic reforms—skills highly relevant to steering a large public sector enterprise like REC Ltd.

Strategic Implications for REC Ltd’s Growth Path

REC Ltd is a cornerstone institution in India’s energy financing framework, primarily tasked with funding projects in transmission, distribution, and generation. With the Indian government aggressively pushing for energy security, decarbonization, and electrification, the appointment of a CMD with Srivastava’s credentials reflects an intent to align the company’s objectives with broader national goals.

Srivastava’s deep understanding of infrastructure development and his grounding in policy implementation will likely enable him to lead REC through its next growth phase. His leadership could also bring a sharper focus on ESG (Environmental, Social, and Governance) benchmarks, digital transformation, and capital efficiency—key themes in today’s financial ecosystem.

Market Context and REC Ltd’s Positioning

REC Ltd’s stock has remained resilient amid recent market volatility, underpinned by strong fundamentals and a robust lending pipeline. The company’s diversified exposure to power generation, renewable energy, and rural electrification aligns well with India's ambitious climate and development targets.

In FY25, REC is expected to play a critical role in facilitating large-scale green energy transitions and grid modernization projects. The company has also seen favorable ratings, low non-performing assets, and an improving capital adequacy ratio—signals that position it well for sustainable investor interest.

With Srivastava’s appointment, investor sentiment may further strengthen, provided that continuity in governance and transparency remains a focal point of the company’s strategic blueprint.

A Vision for the Future

Srivastava’s elevation to CMD signals more than just a routine bureaucratic appointment—it represents an opportunity to enhance the institutional capacity of REC Ltd at a time when financing needs across India’s infrastructure landscape are escalating. His experience across diverse public sector verticals gives him the requisite vision to navigate the intersection of policy, investment, and sustainability.

As India continues to scale up renewable energy installations and grid infrastructure, Srivastava’s tenure could be instrumental in recalibrating REC’s lending priorities, improving operational agility, and reinforcing its role as a critical enabler of the country’s energy ambitions.
