NATHEALTH Urges Government to Significantly Increase Healthcare Spending in Upcoming Budget

By Dipali , 21 November 2025

India’s leading healthcare industry body, NATHEALTH, has called for a substantial increase in public expenditure on health in the upcoming national budget, citing persistent infrastructure gaps, unequal access to care, and rising medical costs. The organization emphasized the need for enhanced funding to strengthen primary healthcare systems, accelerate digital health initiatives, and expand insurance coverage for underserved populations. NATHEALTH argues that higher investment will not only improve health outcomes but also drive economic productivity by reducing disease burdens. The appeal comes at a critical time as the sector navigates post-pandemic challenges and attempts to build a more resilient, inclusive healthcare ecosystem.

Industry Body Pushes for Stronger Health Investment

NATHEALTH, representing major stakeholders across India’s healthcare sector, has urged the government to bolster its financial commitment to health services in the upcoming budget cycle. The association stated that current spending levels are insufficient to meet the demands of a growing population, especially in rural and semi-urban areas where facility shortages remain acute.
According to the organization, higher allocation is imperative to bridge long-standing infrastructural deficits and support the nation’s goal of achieving universal healthcare access.

Strengthening Primary Care as a National Priority

A central recommendation from NATHEALTH is to prioritize primary healthcare, which forms the backbone of any robust health system. Despite significant progress in recent years, many primary health centers continue to face resource constraints, including shortages of skilled personnel, diagnostic equipment, and essential medicines.
The body stressed that expanding primary care capacity can help reduce the burden on tertiary hospitals, improve early diagnosis timelines, and lower overall treatment costs for families.

Digital Health Seen as Catalyst for Reform

Digital transformation remains a cornerstone of NATHEALTH’s recommendations. The group highlighted the urgent need for increased investment in telemedicine, digital health records, and interoperable data platforms to streamline care delivery across public and private facilities.
With India’s growing digital infrastructure, NATHEALTH believes the country is well-positioned to scale technology-driven solutions that enhance efficiency, improve transparency, and support remote care for millions. Enhanced digital spending, it said, can also accelerate the rollout of the National Digital Health Mission.

Expanding Insurance Coverage for Better Financial Protection

NATHEALTH has also emphasized widening health insurance coverage to reduce out-of-pocket expenses, which continue to be among the highest in the world.
The body suggested that expanded government-backed insurance schemes, supported by Rs.-denominated subsidies, could protect vulnerable communities from catastrophic medical spending. Broader coverage would also improve healthcare affordability and encourage families to seek timely treatment rather than delay care due to financial constraints.

Funding Public-Private Partnerships for Systemic Gains

The industry group called for greater collaboration between public and private players to enhance service delivery. It recommended allocating funds to incentivize public-private partnerships in areas such as diagnostics, infrastructure development, and training.
NATHEALTH argues that leveraging private expertise through well-structured frameworks can help address shortages in specialized care and improve the overall quality of medical services across the country.

A Long-Term Vision for a Resilient Healthcare Ecosystem

NATHEALTH’s budget appeal reflects a broader understanding that the health sector is foundational to economic advancement. Robust investment, the group noted, is necessary not only to improve medical outcomes but also to strengthen India’s workforce, boost productivity, and support long-term national development.
With rising expectations and evolving health challenges, industry leaders believe the time is right for the government to adopt a bold, forward-looking strategy that places public health at the center of economic planning.
