Public-Sector Insurers Rebound as Sitharaman Pushes for Innovation, Digitization, and Market Expansion

India’s Finance and Corporate Affairs Minister, Nirmala Sitharaman, has directed public-sector general insurance companies (PSGICs) to revamp their operations by innovating insurance products tailored to contemporary risks such as cyber threats, enhancing digital capabilities, and strengthening customer engagement. Following years of financial losses, three PSGICs—Oriental Insurance, United India Insurance, and National Insurance—have posted profits, prompting the government to call for sustained growth and deeper market penetration. Sitharaman’s review meeting emphasized digital transformation, data-driven decision-making, and strategic partnerships as levers for long-term profitability, aiming to align the sector with the national vision of “insurance for all.”

Government Pushes PSGICs Toward Modernization and Sustainability

At a recent high-level review meeting chaired by Finance Minister Nirmala Sitharaman, public-sector general insurance companies were urged to undergo a strategic transformation to meet emerging risks and improve financial viability. The gathering included senior officials from the Department of Financial Services (DFS), managing directors of PSGICs—including New India Assurance, United India Insurance, Oriental Insurance, and National Insurance—as well as representatives from the General Insurance Corporation of India (GIC Re) and Agriculture Insurance Company of India Limited (AIC).

Sitharaman underscored the importance of aligning operations with modern risk profiles, including cyber threats, climate-related events, and evolving consumer expectations. Emphasizing the imperative of innovation, she called for a diversified and adaptive product portfolio that addresses gaps in the current insurance landscape.

Profitability Returns After Years of Losses

The financial turnaround of key PSGICs marked a focal point of the review. After multiple years of operating under financial duress, Oriental Insurance Company Ltd. and National Insurance Company Ltd. began reporting profits in the final and second quarters of FY 2024–25, respectively. United India Insurance Company Ltd. joined them in Q3, achieving profitability for the first time in seven years. Meanwhile, New India Assurance Company Ltd. maintained its position as the sector's leading performer with consistent profitability.

This resurgence has prompted the government to temporarily shelve earlier discussions of merging weaker insurers. Instead, the focus is now on operational efficiency and growth, with an eye toward delivering universal insurance coverage.

Industry-Wide Growth in Premium Collection

Performance indicators shared during the meeting revealed that PSGICs have seen a robust increase in premium collections, rising from approximately Rs. 80,000 crore in 2019 to nearly Rs. 1.06 trillion in FY 2024–25. The broader general insurance sector mirrored this trend, posting total premiums of Rs. 3.07 trillion during the same period.

However, despite the growth, India’s general insurance penetration remains low at just 1% of GDP—well below the global average of 4.2% as of 2023. On a positive note, insurance density—measured as premium per capita—has climbed from $9 in 2019 to $25 by 2023, reflecting improved consumer participation.

Sitharaman called on PSGICs to focus efforts on raising both metrics to ensure wider financial protection and risk mitigation across the socio-economic spectrum.

Digital Transformation as the Next Frontier

In a decisive move toward operational modernization, Sitharaman urged PSGICs to adopt AI-powered technologies in claims settlement processes, particularly for Motor Own Damage and health insurance portfolios. The goal is to reduce settlement timeframes while enhancing accuracy and customer satisfaction.

The finance minister also emphasized the need for comprehensive digital KYC integration and alignment with the account aggregator framework to streamline onboarding and data sharing. PSGICs were instructed to enhance grievance redressal systems and improve social media responsiveness to elevate customer-centricity across platforms.

Advanced analytics and artificial intelligence were spotlighted as critical tools for risk assessment, underwriting accuracy, and claims forecasting. Sitharaman directed insurers to develop robust pricing models and ensure combined ratios—an industry benchmark combining loss and expense ratios—align with global standards.

Strategic Partnerships to Drive Market Expansion

To deepen insurance penetration and improve accessibility, PSGICs were encouraged to pursue strategic partnerships with intermediaries, fintechs, and insurtech startups. Such collaborations are expected to bolster the national footprint of these insurers and enable them to reach underserved and rural markets.

Sitharaman noted that these alliances could unlock new distribution channels, enhance product customization, and accelerate digital adoption—all of which are vital for sustaining competitive advantage in a rapidly evolving insurance landscape.

Outlook and Monitoring

The Finance Ministry has laid out a time-bound implementation framework for these strategic directives. Regular reviews will be conducted to monitor progress, assess outcomes, and ensure alignment with broader national objectives, including financial inclusion and risk coverage for all citizens.

With profitability returning and structural reforms underway, India’s public-sector general insurers are entering a critical phase of transformation—one that will define their relevance and resilience in the years ahead.
