India Poised to Reclaim Rapeseed Meal Market as China Eyes New Supply Chains

By Manbir Sandhu , 22 April 2025

India’s rapeseed meal industry could be on the verge of a resurgence in global trade, particularly with China, as geopolitical shifts and supply constraints create a window of opportunity. Amid a sharp rise in international prices driven by shortages in the European Union, India’s competitively priced rapeseed meal has caught the attention of major importers. The Solvent Extractors Association of India (SEA) has highlighted this moment as pivotal, urging policy-level engagement to revive exports to China, a market once within India’s grasp but long restricted by stringent trade barriers and pricing disadvantages.

Global Price Surge Creates Opening for Indian Exporters

A shortfall in rapeseed meal availability across the European Union has significantly disrupted global supply chains, resulting in a marked increase in international prices. For countries like China, which relies heavily on imports to meet its demand for protein-rich animal feed, the disruption has prompted a reassessment of suppliers.

Historically, China has sourced most of its rapeseed meal from Canada and the European Union, where prices have surged. As of recent data, rapeseed meal from Hamburg is priced at approximately USD 335 per tonne. In contrast, Indian rapeseed meal—available at Kandla port on a Free Alongside Ship (FAS) basis—is trading at a highly competitive USD 209 per tonne.

This stark price differential provides India with a strategic edge, particularly if Beijing relaxes its trade restrictions.

India’s Missed Potential in the Chinese Market

India ranks as the world’s third-largest producer of rapeseed, with a strong capacity for meal processing and export. At its peak, India exported over 2 million tonnes of rapeseed meal annually. However, trade with China—despite its vast import appetite—has remained negligible, accounting for less than 1 percent of India’s export volume in this segment.

The primary hurdles have been twofold: regulatory constraints and price competitiveness. China has maintained strict import norms, which effectively limited access to its market for Indian exporters. Simultaneously, Indian product pricing, in the past, has not always been favorable enough to attract large-scale Chinese buying.

That paradigm, however, may now be shifting.

The Role of the SEA and Policy Imperatives

The Solvent Extractors Association of India (SEA), headquartered in Mumbai, has called for a strategic push to reopen trade dialogues with China, emphasizing that current market dynamics present a rare opportunity for India to regain lost ground. The organization believes India’s low-cost offering could serve as a viable alternative for Chinese buyers facing inflated European and North American prices.

SEA also stressed that such a move could not only enhance India’s export earnings but may also contribute to the stabilization of global rapeseed meal prices, which are now showing signs of volatility due to constrained supply and heightened demand.

In SEA’s view, this moment calls for diplomatic engagement to secure phytosanitary approvals, negotiate favorable trade terms, and ensure consistent quality standards—elements that could enable long-term access to the Chinese market.

Strategic and Economic Implications for India

Should India succeed in re-entering the Chinese market at scale, the implications for the domestic agricultural economy could be profound. Increased demand would support Indian farmers, particularly in the northern states where rapeseed cultivation is prominent, and stimulate investment in processing infrastructure.

Moreover, elevated export volumes could improve India's trade balance while reinforcing its role as a reliable supplier of agricultural commodities. With global trade undergoing a realignment due to climate-related disruptions and geopolitical uncertainty, agility in seizing such market openings is critical.

Conclusion: A Rare Commodity Opportunity in the Making

India stands at a critical juncture, where market conditions, pricing advantages, and global demand dynamics converge to present an actionable trade opportunity in rapeseed meal. The path forward hinges on timely policy engagement, improved quality assurance mechanisms, and sustained supply chain readiness.

As the world’s major economies reconfigure their import sources, India has a chance not only to increase export volumes but also to redefine its position in the global agri-commodity value chain. Whether this opportunity materializes into long-term trade gains will depend on how swiftly and strategically the government and industry respond.
