PM Modi Calls for Greater Cooperation on GST Reforms to Strengthen India’s Economy

By Nishant Verma , 19 August 2025

Prime Minister Narendra Modi has urged states and stakeholders to work in close coordination to advance Goods and Services Tax (GST) reforms, emphasizing the need for simplification, compliance efficiency, and a stronger revenue base. He highlighted that the GST regime, while transformative, requires continuous refinement to align with India’s evolving economic landscape. Stressing the importance of cooperative federalism, Modi called for consensus-driven reforms that balance the interests of both the Union and the states. The appeal underscores the government’s broader goal of strengthening fiscal stability, improving ease of doing business, and supporting long-term economic growth.

GST: A Cornerstone of Economic Reform

Introduced in 2017, GST marked a watershed moment in India’s indirect taxation framework by subsuming multiple levies into a unified tax structure. While it has streamlined compliance and expanded the tax net, challenges remain in areas such as rate rationalization, dispute resolution, and ensuring timely compensation to states.

Modi acknowledged these concerns and reiterated that GST’s success hinges on cooperative decision-making. By building consensus across states, the government aims to enhance the system’s effectiveness while ensuring that fiscal federalism remains intact.

Simplification and Compliance Efficiency

One of the key areas of focus is simplifying GST compliance to ease the burden on businesses, particularly small and medium enterprises (SMEs). Frequent rate revisions, complex filing structures, and litigation have added layers of complexity to what was envisioned as a simple tax regime.

The Prime Minister emphasized the need to reduce compliance friction, encourage voluntary participation, and minimize disputes through technology-driven monitoring and transparent processes. Simplification, he noted, would boost compliance rates while lowering costs for businesses.

Fiscal Stability and State Revenues

States have often voiced concerns regarding GST compensation and revenue shortfalls, particularly during periods of economic slowdown. Modi’s call for cooperation highlights the delicate balance between national fiscal priorities and state-level financial autonomy.

A more robust and predictable GST structure, coupled with timely compensation mechanisms, could ensure that states retain confidence in the system while contributing to national fiscal stability. Such an arrangement would also strengthen investor confidence, as predictable taxation is a key determinant of business decision-making.

Economic Growth and Investor Confidence

GST reforms carry significant implications for India’s economic trajectory. A simplified and rationalized tax regime would not only reduce compliance costs but also improve transparency, benefiting both domestic and foreign investors.

Industry analysts believe that addressing structural inefficiencies in GST could enhance India’s competitiveness, particularly as the country seeks to position itself as a global manufacturing hub. For businesses, streamlined taxation translates into smoother interstate trade, faster logistics, and reduced operational bottlenecks.

Outlook: Towards Consensus-Driven Reform

The Prime Minister’s emphasis on cooperation underscores the need for a collaborative approach to reform. By engaging states in dialogue and fostering consensus, India can move toward a more efficient, equitable, and growth-oriented GST framework.

As policymakers deliberate on the next phase of reforms, the guiding principle will likely remain a balance between national efficiency and state autonomy. If executed effectively, these reforms could cement GST as a cornerstone of India’s growth story, ensuring stability for governments, simplicity for businesses, and fairness for taxpayers.
