Uttar Pradesh Government Achieves Record Wheat Procurement, Boosting Farmer Welfare

By Kirti Srinivasan , 10 April 2025

In a significant achievement, the Uttar Pradesh government announced that over one lakh metric tonnes of wheat were procured within the first week of April 2025, marking a major milestone in the state's agricultural efforts. The initiative, led by Chief Minister Yogi Adityanath, introduced mobile procurement centers, facilitating direct access for farmers to sell their produce. With the support of an efficient registration and payment system, the government has streamlined the wheat procurement process, ensuring faster payments and improved accessibility for farmers. This marks a sharp contrast to previous years, demonstrating substantial growth in procurement efficiency.

Record Wheat Procurement: A Key Milestone for Uttar Pradesh

The Uttar Pradesh government’s wheat procurement drive has reached a significant milestone in 2025, with over one lakh metric tonnes of wheat procured within the first week of April alone. This achievement underscores the government’s enhanced focus on ensuring smoother operations and better access for farmers. The procurement process, which began in early March, has already seen over 3.56 lakh farmers register to sell their wheat, a reflection of the strong response from the farming community. The drive is expected to continue until June 15, 2025, allowing farmers ample time to participate.

Mobile Procurement Centers: A Game Changer for Farmers

One of the most notable innovations in this year's procurement strategy is the introduction of mobile purchasing centers. For the first time, these centers are directly reaching out to farmers in rural areas, allowing them to sell their wheat without needing to travel long distances. By deploying mobile units to the fields, the government is ensuring that farmers have easy access to procurement centers, thereby streamlining the entire process. This move has drastically reduced logistical barriers, which have traditionally been a challenge for farmers in remote regions. It also ensures that wheat is weighed and processed immediately, eliminating delays and improving overall efficiency.

Improved Registration and Verification Systems

To further enhance the process, the registration and verification systems for farmers have been significantly upgraded. Registered farmers are now allowed to sell up to 100 quintals of wheat without requiring verification, a new feature designed to reduce bureaucratic delays. Once the wheat is verified, farmers can sell up to three times their total production capacity, ensuring that they are not hindered by bureaucratic roadblocks or discrepancies in records. This efficient system aims to minimize any potential delays, especially in high-volume periods such as the current procurement season.

Faster Payments and Increased Financial Relief for Farmers

In a move aimed at bolstering the financial stability of farmers, Chief Minister Yogi Adityanath has directed that payments for wheat sales be processed within 48 hours of procurement. This quick turnaround is a significant improvement, allowing farmers to access their earnings without prolonged waiting periods. Payments are being made directly to Aadhaar-linked bank accounts via the Public Financial Management System (PFMS), ensuring transparency and reducing the possibility of corruption or delays. This reform reflects the government's commitment to providing financial relief to farmers in a timely manner, which is critical during the ongoing harvest season.

Procurement Centers Open During Holidays for Farmers' Convenience

The Uttar Pradesh government has also announced that procurement centers will remain open even on holidays, ensuring farmers have continuous access to the facilities. This move is aimed at providing greater flexibility and convenience for those looking to sell their wheat during peak times, without worrying about seasonal closures.

Setting a New Standard for Wheat Procurement in Uttar Pradesh

The procurement process introduced by the Yogi Adityanath-led government has led to remarkable improvements in wheat procurement, especially compared to previous years. Between 2017-18 and 2024-25, the state procured 233.99 lakh metric tonnes of wheat, disbursing over Rs 43,424 crore to 49.69 lakh farmers. This represents a threefold increase in procurement and payments compared to the previous administration, which had seen significantly lower procurement and financial support for farmers. This success is largely attributed to the reduction of middlemen in the procurement process, allowing the government to deal directly with farmers and ensuring that they receive a fair price for their produce.

Minimum Support Price and Government Support for Farmers

The Minimum Support Price (MSP) for wheat has also seen a substantial increase, with the Central Government setting it at Rs 2,425 per quintal for the 2025-26 Rabi marketing year, up from Rs 2,275 per quintal the previous year. This rise in MSP provides an additional cushion for farmers, ensuring they are paid a fair price even if market conditions fluctuate. With 5,780 procurement centers set up across the state and eight purchasing agencies involved, Uttar Pradesh has made significant strides in ensuring that the wheat procurement process is accessible, efficient, and farmer-friendly.

Future Outlook: Building on Progress

Looking ahead, the government has signaled its intent to continue reforming and improving the procurement system. The use of mobile procurement centers, digitization of payments, and the rapid implementation of systems that reduce delays and bureaucracy sets a new benchmark for agricultural procurement in the state. As Uttar Pradesh continues its journey toward enhanced farmer welfare, these reforms are likely to serve as a model for other states seeking to improve agricultural procurement processes. The proactive measures taken by the state government this season represent a substantial step forward in empowering farmers and strengthening the agricultural economy of Uttar Pradesh.
